Board of Directors

All Directors/Officers are APMP members in good standing and affiliated with the Greater Midwest Chapter of APMP.

2011-2012 Greater Midwest Chapter's Board of Directors include:

Gabe Cabrera, AM.APMP (Chapter Chair / President)

Mr. Gabe Cabrera is an incumbent APMP GMC board member and has served since 2010.  Mr. Cabrera will serve as the Chapter Chair / President for APMP GMC for the 2011-2012 year.  Mr. Cabrera is currently a Proposal Manager with Salient Federal Solutions, where he leads proposal development efforts for the West Coast operations and brings a wealth of knowledge as a virtual employee within a growing, medium-sized organization.  In addition, he has 5+ years of experience working with State, Federal, DoD, and the Intelligence and Space Community.

As an accredited member of APMP (Foundation Level) and member of APMP since 2008, Mr. Cabrera looks forward to continuing to improve upon the current services offered to APMP GMC membership as well as offering a fresh perspective to the Board.  He is based out of the greater Indianapolis, IN area.

Alan Minnick

Mr. Alan Minnick serves as a Senior Proposal and Presentation Manager and supports J.P. Morgan's sales force in responding to RFP's for Treasury Services opportunities for both middle market and large corporate businesses and government units across the United Sates by delivering high quality proposals. He has over 16 years of experience in responding to RFPs.  Since 2006, Alan has received the J.P. Morgan's Chairman's Circle award three times recognizing leadership ability; ability to reach across the organization to best position the firm; and, ability to bring complex deals to closure. Alan also has seven years of business development and product management experience in the in e-Government services market.

He is a member of the APMP and is the Treasurer of the GMC, APMP, and has served on the Board for the last three years.  In addition Alan is a Certified Public Accountant (CPA).

Dave Sarjeant, APM.APMP

Mr. Dave Sarjeant is the Director of Proposal & Strategic Programs for American Sales Operations at Open Text, Canada's largest software firm and a leading content management solutions provider. At Open Text, he leads a proposal team that supports the company's entire North American sales operations, including commercial and Federal sales teams in Canada and the U.S. Prior to Open Text, he was a sales representative at IBM, an executive recruiter at a Tokyo-based consulting company, and a member of the U.S. Navy's submarine service.

He is an Accredited Member of the APMP at the Practitioner Level and is completing his second year on the board as Secretary of the APMP GMC where he enjoys promoting the cause of the proposal management discipline.

Krystn Gull, AM.APMP

Ms. Krystn Gull holds a Bachelor’s degree in business administration with a concentration in marketing from the University of North Carolina at Greensboro and has a broad range of experience in proposal management, proposal writing, graphic design, business development, new business capture, marketing, and creating marketing collateral within the architecture/engineering/construction industry. Her career has been strongly focused on federal government procurement, and she has a comprehensive understanding of the federal proposal process.

As the proposal director for The Louis Berger Group, Inc. (LBG), she manages all marketing/proposal activities and staff nationwide. For proposal efforts, she manages and provides guidance to proposal teams, which include other business development personnel, subconsultants, graphics and design personnel, and technical and non-technical writers throughout the organization. She is also responsible for implementing comprehensive proposal plans, analyzing Request for Proposal (RFP) requirements, developing proposal strategies, preparing proposal text, and achieving business goals and objectives. In addition to managing the proposal department, she leads complex and targeted proposal initiatives.  Prior to joining LBG, Ms. Gull was a key leader in the proposal department of Dewberry in the Washington, DC, area where she led proposal teams on many strategic efforts, including winning several of the firm's recompete emergency management contracts with the Federal Emergency Management Agency.

Ms. Gull is an accredited member of the APMP (AM.APMP) and is trained and proficient in many proposal methods, including Shipley. She is also a Leadership in Energy and Environmental Design (LEED) Accredited Professional from the U.S. Green Building Council. Her involvement spans many other professional associations, including serving on the 2011-12 Board of Directors for the Society for Marketing Professional Services, Kansas City. She is based out of the greater Kansas City, MO area.

Miriam Wagner

Ms. Wagner has six years of professional proposal management experience in multiple environments, including the healthcare, life sciences and technology fields.  She currently works for a global organization, supporting primarily commercial proposal development for business development teams across the U.S. and Europe. Her experience includes developing proposal schedules, coordinating writing assignments, assembling responses into master proposal documents, reviewing proposals for compliance and accuracy and coordinating proposal status tracking, production and delivery.

Ms. Wagner was introduced to the APMP three years ago, when looking for professional development resources. The value she receives from membership and the available resources is tremendous and assists in her day to day proposal development functions and assists her organization in evolving proposal process effectiveness. Within the past year, she become affiliated with the GMC of APMP and has appreciated the resources offered through our chapter specifically. She is based out of the greater Indianapolis, IN area.

James “Jim” Wininger

Mr. Jim Wininger brings more than 30 years of proven, effective leadership to the APMP GMC with a history of building highly productive, motivated, high-achieving local and multi-national teams. His extensive knowledge of defense, federal, commercial, and local/state government acquisition processes and proposal development across domestic and international markets provides a wealth of experience to our team. Prior to Northrop Grumman, Mr. Wininger worked with Starent Networks, a startup wireless networking equipment provider acquired by Cisco Systems, and 3Com Corporation where he led the company’s global proposal operations and technical communications teams for their CommWorks (formerly U.S. Robotics) business unit. Since 1995, Mr. Wininger has helped to generate over $10.24 billion in sales while winning 92 percent of the proposals he managed.

Having recently retired from Northrop Grumman Systems Corporation, where he served as Director of Proposal Operations within their Electronics Systems Sector.  Jim is excited to be leading his second startup venture, Winning Through Words, LLC.

As for his plans to benefit the membership of our APMP GMC, he intends to leverage his in-depth understanding of both the federal and commercial acquisition worlds, which are very different from the other, and his relationships to help bring new speakers and topics to our on-line meetings.  He also is pushing to increasing member participation and retention by improving upon the variety of presentations by bringing more relevant, timely topics to our members.  He is based out of the greater Chicago, IL area.
